Despite the fact that the overwhelming majority of Iran has been religious for centuries, yet the secular and liberal westoxified regimes were ruling over the country. It had gotten so worse that the Pahlavi regime was more subservient to the arrogant powers than any other government in the region - even the fake government of the illegitimate zionist regime. Pre-revolution Iran was an Iran of suffocation for Muslims.
